Violates 49 USC 14808. **Co-brokering** — legal practice where two licensed brokers share a load with the shipper's knowledge. Both parties are transparent and properly licensed. **BMC-84 bond** — $75,000 surety bond required by FMCSA for freight brokers and forwarders. Guarantees payment to carriers and shippers if the broker defaults. **BMC-85 trust fund** — alternative to the BMC-84 bond. $75,000 deposited into a trust account managed by an FMCSA-approved financial institution. **FMCSA operating authority (MC number)** — the license required to operate as a for-hire carrier, broker, or freight forwarder in the US, issued by the Federal Motor Carrier Safety Administration. **BOC-3 filing** — Designation of Process Agents form filed with FMCSA, enabling legal service in each state where a carrier or broker operates. **MCS-150** — biennial update all registered motor carriers must file with FMCSA to keep operating authority active. **CVOR** — Commercial Vehicle Operator's Registration, required for carriers operating commercial vehicles in Ontario, Canada. **NSC** — National Safety Code, Canada's framework of safety standards for commercial vehicles. **Carrier identity theft** — fraudulent entity uses stolen DOT/MC numbers, insurance certificates, and credentials to pick up loads and divert freight. **Freight factoring** — carrier sells unpaid invoices to a factoring company at a discount in exchange for immediate cash. **Quick pay** — a similar concept to factoring but offered directly by brokers, typically for a 2-5% fee. **TMS** — Transportation Management System. Software used by brokers, carriers, and shippers to plan, execute, and optimize freight movements. **POD** — Proof of Delivery. The signed document confirming a load was delivered to the consignee. **BOL** — Bill of Lading. The contract between the shipper and the carrier covering the load. **Rate confirmation (rate con)** — written agreement between broker and carrier confirming the rate, lane, equipment, and pickup details for a load. **Detention** — time a driver waits at a pickup or drop-off beyond the agreed window. Typically billable after 2 free hours at $50-$100 per hour.
